Florida cannot ask Citizens to be the carrier of last resort forever. Build a state-administered catastrophic flood reinsurance pool, capitalized from a fraction of the same hurricane catastrophe fund. The math works. The political will is what is missing.

MacDill economic-impact protection.

Coordinate with the Florida congressional delegation on a state Memorandum of Understanding protecting MacDill from the next federal base-realignment review. Match federal infrastructure investment with state transportation funding for Dale Mabry.

Full funding for Plant, Roosevelt, and Coleman.

South Tampa schools lost an aggregate $14M in funding under the 2023 voucher expansion. Restore the formula. State Senate appropriation, not a federal grant.
