Any LLC acquiring more than 25 single-family homes in a calendar year files with the Florida Department of Revenue, pays a graduated state surcharge, and triggers a 30-day right-of-first-refusal for a qualified community land trust. Drafted, ready for the 2027 session.

Florida Avenue commercial-rent stabilization pilot.

Designate Florida Avenue from MLK to Sligh as a Small Business Stabilization Corridor: capped commercial rent escalators for tenants in the same storefront five+ years, paired with a state grant for facade improvements. Saves the bakery before the bakery has to leave.

Hart bus that actually shows up.

Route 5 was supposed to be 15-minute frequency. It runs every 45. State transportation appropriations should fund the operating subsidy Hillsborough needs, contingent on actual on-time performance. No more capital grants without operating commitments.
