Tacoma greenlit 1,944 new units in 2024. That is a half-built city. The plan: a real "missing middle" rezone of the Tacoma Mall TOD corridor, $40M in city land contributed to mixed-income builds, and a vacant-storefront tax on landlords sitting on empty space in Hilltop, Stadium, and Lincoln.
